Setting Up Policy and Procedures Isn't Easy
Anyone who tells you it is, has either never done one, or must be a professional at setting up manuals.
If you find yourself tasked with the job of setting up the poliy manual for your organization there is a half day workshop I facilitate on just such a task. Once you get over the initial feeling of not knowing where to start, this session could be a good start. In the session we go through some of the basics on identifying the policies your organization needs, looking at compliance, health and safety, HR, and professional accreditations.
Once you have the list of policies you can set them in priority and urgency order to work your way through them. It is typically not a an overnight exerecise.
